<div>Then had brief updates from the two OCHC groups that are still active: Solidarity Economy and Occupy Health and Wellness NC.</div>

<div><strong>Solidarity Economy (SE) Update:</strong></div>
<div>Candace gave an update on what they’ve been working on</div>
<div>1.       Map of the local solidarity economy (list of businesses). Working through some bugs with the map</div>
<div>2.       Barter website. Working with a web develop to get it set up. Goal is by mid-September.</div>
<div>3.       Tool share. 2<sup>nd</sup> Monday of Sept. will the next meeting around that.</div>
<div>4.       Website to come</div>
<div>Other possible ideas for the future: maybe reviving the Plenty, and setting up a Time Bank.</div>

<div><strong>Occupy Health and Wellness NC (OHWNC) Update:</strong></div>
<div>Bert gave an update.</div>
<div>The group is a collaboration between people from Occupy Chapel Hill/Carrboro and Occupy Durham. They meet twice/month. Second Saturday in Durham, fourth Wed. in Carrboro. Check out website for details: <a href="http://occupyhealthandwellnessnc.org/" target="_blank">http://occupyhealthandwellnessnc.org/</a></div>
<div>Had 1 teach-in (in May) about Single Payer. Planning 1 on Alternative Medicine in October (location and time TBD, likely in Durham in the afternoon)</div>
<div>Want to co-present a showing of Escape Fire. Recently learned that Duke Integrative Medicine is sponsoring a showing at Duke on Sept. 29. The tickets are free, although there is a $6 processing fee (you can order up to 10 tickets with 1 order, Bert already ordered a group and has several to give away).</div>
<div>We’d like to use that showing as a springboard, and wanted to sponsor a showing here in Chapel Hill. The distributors are working on getting a showing at UNC Chapel Hill. Bert is in touch with them and Occupy Health and Wellness NC will work to co-sponsor that showing.</div>

<div><strong>Funding Proposal</strong></div>
<div>Katya read the proposal that she sent out over the listserv, along with a proposal from Solidarity Economy, see the end of this email for the SE proposal (Katya also handed out paper copies of the proposals so people could read them over).</div>

<div><strong>FINAL DECISIONS (discussion is below):</strong></div>
<div>The final proposal was</div>
<div>$150 to Solidarity Economy</div>
<div>$150 to Occupy Health and Wellness NC</div>
<div>$19.29 to riseup</div>
<div>The exact mechanism of movement of funds to the two working groups will be determined outside of GA between Steve and representatives of each group: Fran and Candace for SE and Katya and Bert for OHWNC.</div>
<div>Steve will donate the $19.29 from our WePay to the riseup WePay (to avoid fee charges by WePay).</div>

<div><strong>DISCUSSIONS THAT TOOK PLACE BEFORE FINAL PROPOSALS WERE VOTED ON</strong></div>
<div>Peggy felt that it shouldn’t be drawn down to nothing.</div>
<div>Katya clarified that the WePay account wouldn’t close just because there’s nothing in it. People could still donate to the account in the future. This was just a proposal to use the funds that we have right now.</div>

<div>James: asked how much money Occupy Durham has. [no one knew]</div>
<div>He thinks it’s more cost effective to subsidize our own transportation that to take a bus</div>

<div>Miriam: the consensus among people at the activists’ lunch earlier in the week was to support the two OCHC groups and have carpools to the DNC protest and pay for gas. (so support the first 3 proposals)</div>

<div>Candace: the money was generated here, so it should stay local.</div>
<div>Katya asked people for a figure, how to rearrange the proposal then.</div>
<div>Candace: 50-50 to be split between the two working groups (Solidarity Economy and Occupy Health and Wellness NC) and then $19.29 to riseup.</div>

<div>Bert: encouraged us to conflate the money with OCHC being alive</div>
<div>James: clarified that he meant to use some of our funds to pay for gas or to rent a vehicle to go the March on Wall Street South in Sept.</div>

<div>Alanna: made an argument to donate to the festival. It will be an amazing opportunity for students and immigrants to build up.</div>

<div>Harry: can think of other groups that would be good to donate to, like Jobs with Justice and NC WARN. He supports $150 to each of the two working groups.</div>

<div>Miriam: pointed out that WILPF was planning to donate some money toward sending people down to March on Wall Street South. So we should keep that in mind.</div>

<div>Katya made one last argument for why I proposed giving money to and support the Liberation Festival and Coalition to March on Wall St South actions in Charlotte. It would be powerful symbolically to support all these amazing activists doing so much, putting NC on the map as a place where corporate power and business as usual is not ok. And this is not the same as NC WARN or JwJ. Those are bigger, longer-term groups that will continue on past Sept and will have future opportunities to raise money. These actions in Charlotte are in 3 weeks. But I understand that people want the money to stay local. So maybe as a compromise, can I make an additional proposal have the funding proposals that we as a GA endorse the Coalition to March on Wall Street South and related activities and maybe make plans to send people down there. I can serve as a contact to coordinate carpools down there from Chapel Hill/Carrboro.</div>

<p>The Solidarity Economy , a work group of Occupy Chapel Hill Carrboro, proposes that $50.00 be disbursed to it from the treasury of OCHC in order to assist in defraying costs it has incurred. These costs relate to the obtaining of internet domain names for websites, and labor for creation of those website pages.</p>
<p>The websites will focus on generating access to alternatives to strictly capitalist means of exchange for local communities, businesses, and individuals. Efforts by Solidarity Economy (SE) may be seen at      <a href="http://s187935660.onlinehome.us/soleco/" target="_blank">http://s187935660.onlinehome.us/soleco/</a></p>
<p>Secondary websites will focus on creating a local tool sharing cooperative, as well as a barter / trade website for locally oriented goods and services.</p>
<p>The efforts of Solidarity Economy Workgroup implement the objectives of Occupy Chapel Hill Carrboro, by creating practical tools for people to use in creating independence from the vagaries and shortcomings of current restrictive economic practices. These efforts are locally focused, designed to empower individuals, and enhance the human element presently missing in current means of economic exchange.</p>

<p>It&#8217;s hard to describe attendence at the Thursday GA. There were two people there for the GA and two people there because I had arranged to meet one of them. It was productive in that a collaboration around book tables was organized. There was discussion over the lunches being better attended because people get together just to talk and collaborate as opposed to being a decision-making body.</p>

OCHC has consensed at earlier GAs to reduce the number General Assemblies from 3 per week to 2 per week.  To accommodate the widest range of schedules, the plan was to have one GA on the weekend and one during the week.  A poll was conducted in which people indicated their preferred meeting times.  Of the 19 responders, the vast majority preferred Thursdays and Sundays.  See vote distribution below:<br />

<p><strong>WORKING GROUP REPORT-BACKS</strong>:</p>
<p><strong>Environmental WG:</strong>  Sierra Club presented a meeting on fracking.  About 35 people there.  Justin and James from Croatan Earth First were there.  Good discussions.  Effort to coordinate among various groups opposed to fracking.</p>
<p><strong>Legal Observing :</strong>  Trying to organize another training.  Opened to Occupy Durham and non-Occupiers.  There are lots of actions coming up that could use Legal Observers.  Email Katya  if interested in training.</p>
<p><strong>Outreach:</strong>  Went to Dirt film screening on Sunday.  One more movie on April 15th.  What a Way to Go.</p>
<p><strong>Direct Action:</strong>  Not meeting right now due to being involved in other projects.  Group still exists but is not meeting on Mondays.  Move to Amend now has database of names up and running and “can now see who’s with us and who’s against us”<br />

<strong>AGENDA ITEMS:</strong></p>
<p><strong>May Day Proposal:</strong></p>
<p>“International Workers Day on May 1 marks the anniversary of the 1886 strike when thousands of workers across America walked off the job to demand the eight-hour workday. At the time, workers faced criminal conditions in the workplace and long days with little pay. When workers attempted to organize and fight back, they were met with brutal repression at the hands of the police, who served the interests of the wealthy.</p>
<p>In 2006, the meaning of May Day was reborn as millions marched across the U.S. for the legalization of undocumented immigrant workers. This movement, at the height of Bush-era racism, defeated the anti-immigrant bill HR 4437, a proposal that would have criminalized all 12 million undocumented immigrants in the U.S. and anyone who aided them.</p>
<p>It is not a coincidence that the Occupy movement has now, in 2012, chosen May 1st as a day for a national general strike. We propose that the Occupy Chapel Hill/Carrboro GA join in with the call for action on May Day with a march and rally held in collaboration with other occupy and community groups that will commemorate May Day as an important day to push for the rights of workers all over the US&#8211;and the world&#8211;and in particular, the rights of immigrants.</p>
<p>We would like to propose this march in the spirit of solidarity.  Because many in the &#8220;99%&#8221; are immigrants. The rest of us in the 99% cannot afford to look the other way while millions of undocumented immigrants are criminalized, forced to live in the shadows or even deported. Scapegoating is one of the favorite &#8220;divide and conquer&#8221; tactics of the 1%.</p>
<p>We propose that we unite on May 1st, 2012 with other immigrant rights, labor and community organizations in proclaiming &#8220;An injury to one is an injury to all!&#8221;</p>
<p>Discussion of this proposal centered mostly around the wording about immigrants.  Some people were bothered by the mention of legalization of undocumented workers.  Some also questioned if this would preclude any additional actions (General Strike, May Day parade, etc.). Conclusion was that it didn’t prevent any additional actions. Somewhat related to this is that several of us will be meeting with Occupy Durham and Occupy Greensboro regarding their May Day actions.</p>
<p>Proposal passed with Bert and David standing aside.</p>
<p><strong>Spring Fling:</strong></p>
<p>Follow up to discussion at a previous GA.  Looking to plan an event for OCHC to come out and revitalize OCHC.  At the moment this is a nebulous proposal.  We can make it whatever we want.  We talked about this mostly in generalities and brainstormed potential ideas.  We discussed possible different sites.  There was a general consensus that it should be somewhere besides Peace and Justice Plaza.  We generally felt that it should be before students leave for the summer but not during finals week.  After discussing dates, we came to the tentative date of April 14th on Saturday at 3pm.</p>
<p><strong>Spring Fling General Ideas:</strong></p>
<p>Location should be public and walkable from downtown.  Carrboro Town Commons?</p>
<p>Envision it as a celebration of what we’ve done.  Multiple info tables with various things that people are working on: anti-fracking, corporations out of politics, etc.  Outreach by shotgun approach, not rifle approach.</p>
<p>We have our fingers in so many pies that there can be many tables. “We’re Occupy and we’re diverse, and here’s all the things you could be working on”</p>
<p>Possibly have a GA devoted to planning. We’re often smartest when we’re all weighing in.</p>
<p>More of a fun festival as opposed to a protest</p>
<p>Heather and Onja are bottomliners.  Contact them if you have ideas.</p>
<p><strong>Decrease of Frequency of GAs:</strong></p>
<p>Proposal brought forward &#8220;That Occupy Chapel Hill/Carrboro decrease GA frequency to twice per week (excluding Mondays and Tuesdays due to Chapel Hill Town Council and Carrboro Board of Alderman meetings), with the exact days to be determined by online voting combined with in-person voting at tonight’s GA combined with Sunday&#8217;s GA.</p>
<p>This was primarily based on the decreasing attendance of GAs.  Initial proposal was for one GA per week, but was changed to two based on discussion.  Presumably one weekday, one weekend day.  There will be an online poll created for this within the next day or so. <p>There will be a fundraiser on Saturday the 10th at 10 at Orange County Social Club to raise money for Protect All NC Families.  (Anti Amendment  1 group)</p>
<p>On Monday the 12th there will be a meeting for Guerilla Gardening at Vince’s House.</p>
<p>There will be a public hearing on fracking on the 27th at East Chapel Hill high</p>
<p>Guerilla Gardening is Sat the 17th at the proposed CVS site in Carrboro.</p>

<strong>REPORT-BACKS:</strong></p>
<p>Miriam asked for a report-back on the Statewide GA on Saturday, Feb. 25<br />
Katya gave a summary of the day and said full notes of the GA are available online.<br />

There were about 120-150 people there. There was a march from the camp to the Capitol. There were teach-ins throughout the day on topics like the Democratic National Convention, Anarchy, De-Colonization, and Charter Schools (about 20 present). There was a GA which included updates from all the Occupies present (about 8-10 Occupies, post-meeting note: per the minutes there were report-backs from 16 groups!), as well as resolutions. We passed a resolution against corporate personhood, one related to voter suppression (post-meeting note: I was wrong it was actually related to ballot restrictions to make it easier to get another party on the ballot –Katya), several related to communication among the occupies. We did neglect to bring a resolution against Amendment One to a vote. It’s unclear how this was overlooked, the facilitator isn’t sure and I didn’t notice either.</p>
<p>Miriam expressed interest in connecting with the person who did the charter schools teach-in (Katya will make that connection) and pointed out that there are charter schools proposed in both Durham and Orange counties (with about 6 on fast-track procedure).</p>
<p><strong>MARCH 15 CALL TO ACTION:</strong></p>
<p>Diane circulated an email she’d gotten from MoveOn.org that she said had originated with Save Our Homes to do actions on March 15. Diane said she couldn’t bottom-line an event, but wanted to get it out there.<br />
Diane said she’d forward the email to the listserv.<br />
Katya reminded everyone that there’s an Ides of Love march taking place that day in Raleigh (11 a.m. – 1 p.m.) that’s in solidarity Against Amendment One, and so to be cognizant of that.<br />
Diane said maybe an action could be at a different time. (someone suggested a specific location, but I will not include that in these notes since it wasn’t definite. Check with Diane if you’d like to get this info –Katya)</p>
<p><strong>MAY DAY:</strong></p>
<p>Katya did an update on the planning meeting organized by people from Occupy Greensboro on Saturday, March 3. Nine people attended. It was a good meeting. We brainstormed a list of about 25 partner organizations that we can all reach out to. Katya also mentioned that Occupy Durham was working on a May Day event themselves, and although the planning meeting was originally going to be this Thursday, due to a scheduling conflict, Sara from Durham proposed Sunday at 7 p.m., which is the same time as the next Greensboro planning call! So we’ll coordinate and plan to get all groups, as well as new partners on the call then!<br />
Described planning to be in touch with labor and immigrant rights groups as well as Against Amendment One groups, since May Day will be just 1 week prior to the primary day.<br />
Katya advocated Chapel Hill joining the efforts in either Durham or Greensboro (or both), but not doing our own separate event as well. Everyone present agreed.</p>
<p>Katya asked whether anyone had prior experience with May Day events either planning or participating.<br />
Gordon described his experience at a Viet Nam protest event in Washington DC in the first week of May 1971. A large unifying, gathering concert on Saturday May 1 (see linked photos) &#8211; Sunday, riot gear cops trimmed 35,000 people down to the hearty 10,000 who remained on Monday to shut down the city, which to a great extent happened. Showing support for the cause, universities and churches hosted overnights for the protesters which resulted in the cops storming Georgetown U to haul off the temporary campers. It turned out to be the largest to date civil disobedience event in America&#8217;s history with the largest mass arrest in our history, 12,600 people (79 convictions).<br />

<p>Miriam asked where the local groups are planning to have the May Day events.<br />
Katya: my thinking is wherever would be most likely to give us a permit to march in the streets, because I’d really like us to have May Day march in the streets, and not do a sidewalk march!<br />
Miriam: then Durham. Unless someone can be in touch with Nelson Johnson of Beloved Community Center, in Greensboro. He might be able to help with having it be on the streets in Greensboro.<br />
May Day can/should be something that galvanizes people. (Miriam mentioned Ben &amp; Jerry’s gave money recently to Occupy, she thinks OWS, so there’s still energy).</p>
<p>Diane: suggested having an overarching theme, so it’s not just a list of issues. Maybe something like No Person is Illegal? Or Dignity and Rights for All. And concatenate Dream Act and immigrant deportation issues.</p>
<p>(post-meeting note: after watching the film Dirt, Miriam suggested to me that we include something about the earth in our theme. –Katya)</p>

<p>Diane checked in on whether we could agree regarding the May Day solidarity resolution that Katya emailed out to the listerv earlier in the day.<br />
Katya did not read the resolution, but briefly summarized saying it mentioned a bit of history of May Day said this was in solidarity with immigrant rights groups and that we’d be in solidarity with other efforts.<br />
The OCHC GA of Sunday has approved the May Day resolution, but with official consideration rolling to the next GA to allow people to read it over on the listserv and offer feedback.</p>
<p><strong>ANNOUNCEMENTS:</strong></p>
<p>We decided to quickly do announcements and then with the remaining time, discuss the two remaining agenda items.</p>
<p>Miriam: Anti-fracking resolution will come before the Carrboro Board of Alderman on Tuesday at 7 p.m. come show support. This resolution will prohibit trucks carrying materials for fracking from driving through Carrboro. Then they’ll move on to Chapel Hill. Want to expand to get more municipalities to vote on this.<br />

As spring happens, this’ll become more energized. We need to plan. Occupy has something both similar and different from other movements.<br />
Without the encampment, we need to talk about what we have.<br />
It was moving to have people testify on Tuesday about what Occupy meant to them.<br />
We need to keep the conversation going. Focus on economic questions. Keep the 99% central.</p>
<p>Matt: making our presence persist. Repeat the same core messages.</p>
<p>Miriam: that’s when the police became more violent (when we became more effective with our messaging). When Tana came and spoke about the history of corporate personhood. That was effective. We need a teach-in on the nature of corporate power that would contain explosively viral messages. Dissent is being suppressed. We should have this teach-in before May day.<br />
Idea: have a teach-in (or teach-ins!) instead of GA sometimes.</p>
