Sending out open letter to Gov. Perdue re: Walkupy. Consensus
 
Proposal: After GA we break down tent, move contents to Beccas shed. Keep brooms on site. Consensus.
 
Proposal: Ad hoc committee drafts a letter in the next day or two to Mayor Kleinschmidt and Chief Blue letting them know our plans for leaving. Consensus.

Vote and consensus was reached on modified Good Neighbor Policy. We will discuss enforcement on Tuesday.
 
Maria proposed that we remove all tents for the requested 5 day duration in solidarity with the MLK celebration. Consensed. A point of information was raised that the NAACP has agreed to let us keep one symbolic tent for information only, not sleeping.
 
Katya proposed that 24 hour provision of food be removed. Food will all be taken away. Keep plates, napkins, etc, but no food. This was blocked.
Diane came up with a counter proposal of a weeks trial where we would try bringing food, or giving them (overnighters) money instead. Consensus. No blocks. Maria made an amendment that we not bring up the food tent until after January 1.

Tabled Proposals re: Working Groups
1) “Every Working Group needs a statement of purpose or a description of what they do [to be displayed on the website]. That statement will also include, if applicable, the text of any consensed proposals that allow that working group to act on behalf of the GA at Peace and Justice Plaza.”
2) “All standing working groups will be expected to publish their next meeting time on the event calendar, and posted to the listserv and on the list of working groups on the website.” Post the meeting topic, if possible.
Consensus reached! Both proposals passed.

Bill of Rights Reading event on Dec. 15 at noon at Peace and Justice Plaza (Peggy)
Peggy requested buy-in from Occupy Chapel Hill, since the event will take place at the Plaza and wanted us on board. She also asked to have someone from Occupy maybe read one of the amendments (usually 10 people each read one amendment), and/or have someone from Occupy Chapel Hill speak briefly about the connection to the Occupy Movement.
Consensus reached on OCH’s support of the Bill of Rights Day Celebration at Peace and Justice Plaza.

GA Scheduling
The GA decided to opt for an every other day GA. So, a proposal was made for Sunday-Tuesday-Thursdays for hour weekly. Consensus Achieved.
 
Proposal (Vincent): Any member of the Occupy Chapel Hill GA can declare an emergency GA by using all possible means including listserve, chalk board, phone tree. Decision made in an emergency GA will later be reviewed in the regular GA.

GA Frequency Proposal
“Cut the number of General Assemblies down to 3/week. Sunday + 2 other days to be determined by vote during Monday GA and via online survey for those who can’t make Monday’s GA.
In the off days, Working Groups can meet and we can have teach-ins and events at that time.
In the event that there’s an emergency issue that requires the action of a GA, we can call an emergency GA with at least 24 hours notice, if possible, to discuss that particular issue. The announcement of the emergency GA will be posted to the listserv and the website.”

Working Groups Proposal
“Issue a call for working groups to check in by next Sunday (Dec. 4). In your check-in mention any holiday plans (being away) your group might have. If there’s no check-in from a group, the GA will ask whether anyone is willing to step up to continue the group. If not, it will be considered inactive (meaning removed from list of groups on website, forum area locked to new posts, and listserv will be suspended if possible) until someone re-activates it.”

Nightwatch proposal
Motion to have a separate group of people who feel strongly about this meet (Stephanie will bottom-line) and come up with a new proposal.

Final proposal:
“We condemn the inappropriate and torturous actions of police at UC Davis as sanctioned by the Chancellor. We support the protest and applaud them for their measured response to police brutality and we support the call for the chancellor’s resignation.”
